POSITION DESCRIPTION: Serves as Information Technology decision-maker for Florida's Turnpike Enterprise (FTE). Develops and implements FTE's Information Technology (IT) strategies aligned with the department’s objectives. Establishes and enforces IT governance policies, procedures, and standards for FTE. Directs all data processing activities of Turnpike Data Center(s). Manages Information Technology office and implements procedures to ensure the Turnpike Enterprise is in compliance with the acquisition process of Information Technology Resources. Ensures compliance with legal and regulatory requirements related to data security, privacy, and IT operations. Reviews all requests for Information Technology resources. Has authority to approve or reject requests for Information Technology resources. Collaborates with senior and executive-level officers at FTE to identify technology needs and opportunities for innovation. Stay updated on emerging technologies and industry trends to recommend innovative solutions.


Work with Central Office, Division of Toll Operations, and other information technology managers to develop a strategic approach to designing, delivering, managing, and improving the way information technology serves Florida’s Turnpike Enterprise. Collaborate with internal departments and business units to understand their technology needs and provide effective IT solutions. Present IT initiatives, progress reports, and budget proposals to executive management. Oversees the overall monitoring of the specialized state-wide applications being implemented in Turnpike Enterprise as well as the overall monitoring of applications within the Turnpike Technology Data Center(s).


Oversees the personnel administration of the Information Technology Office ensuring compliance with procedures, policies, and rules. Supervises, recruits, mentors, and leads a high-performing IT team, fostering a culture of collaboration, innovation, and continuous improvement. Sets performance goals, provides regular feedback, and conducts performance evaluations. Identify training and development opportunities to enhance the skills and knowledge of IT staff. Assists as needed with coordination of training and Enterprise users. Manage relationships with technology vendors, ensuring the delivery of high-quality products and services.


Leads and manages FTE audio and visual department, providing guidance and mentorship. Develops and enforces standards and best practices for audio and visual systems design, installation, and maintenance. Evaluates, selects, and implements audio and visual systems and technologies including video conferencing, sound systems, and multimedia equipment. Ensures the availability, reliability, and security of audio and visual systems, networks, and infrastructure. Evaluates vendor proposals based on technical and business requirements. Oversees technical expertise and support to internal stakeholders for audio and visual needs, troubleshooting issues, and ensuring user satisfaction.


Prepares, presents, oversees, and manages budget and procurement matters related to FTE’s IT department including the preparation of budget issues, budget proposals, forecasting, overseeing purchasing activities, monitoring funds and IT expenses, purchasing card (PCARD) unit administration, payments, and management of the Information Technology Office Cost Center(s). Has vendor invoice/warrant responsibilities. Ensures management of inventory and delivery of same to users. Formulates an Annual Business Plan (ABP) to include the identification of systems, network, operational, workload, and resource priorities.


Oversees the design, implementation, and maintenance of FTE's IT infrastructure, including networks, servers, storage, and cloud-based systems. Directs the development, implementation, and maintenance of software applications and systems. Establishes data management policies and procedures to ensure data integrity, availability, and confidentiality. Implements data governance frameworks and oversees data backup, recovery, and archiving processes. Develop and enforce data security measures to protect against unauthorized access, breaches, and cyber threats. Supports and maintains Turnpike Enterprise-wide Infrastructure resources including revenue collecting resources. Oversees the optimization, integrity, and readiness of hardware and software-provided resources. Ensures maintenance contracts are in place and monitors same.
