Somerset County, NJ is seeking a Health Services Administrator; this position functions as the administrator of the health services department at the Somerset County Jail. Respon! sible for the daily and long term operation, including planning, directing, and managing the various areas of medical, dental, and mental health services provided to inmates at the Somerset County Jail. Duties: Position will recruit, interview and initiate process for hiring of new staff including orientation and security training. Position will organize work schedules for medical staff and ensure all schedules meet the facility’s needs, adjusting it as extreme circumstances arise.

Position will direct and coordinate activities of medical, nursing and administrative staff w/assignments, projects and varied tasks as indicated in operation of the department; supervise personnel including: hiring, determining workload and delegating assignments, training, monitoring and evaluating performance, and initiating corrective or disciplinary actions. Position will be responsible for job performance evaluations of medical and administrative staff including recommendations f! or advancement, merit raises justification, disciplinary and t! erminations. Position will provide ongoing evaluation and assessment of staff needs, reviews and initiates training, in-services, and guidance prompted by such reviews that promote quality and effectiveness of services. Position will assure proper training, licensing, continued education and skill level of staff and contracted personnel; ensure that in-service and ongoing education opportunities are provided for staff.

Position will plan, schedule, and lead department in meetings; engage in research/studies and investigations related to improving nursing care. Position will delegate assignments, work and tasks within scope of practices, licensure and skill level. Position will maintain and promote medical, dental, and psychiatric services as needed and/or required in the facility including patient care, laboratory and pharmacy operations. Position will formulate policy relative to daily sick call, treatments, consultations, referrals as well as the distribution and! documentation of medications.

Position will formulate policy relating to Medical, Dental, Mental Health and Pharmaceutical services. Formulates and initiates policy and procedure regarding the health care provided to inmates based on need, the community and state standard of care, federal guidelines and regulations. Position will develop guidelines to be followed when referring inmates to support facilities (i.e. Hospitals, dentists, mental health facilities).

Position will formulate and maintain policies on blood borne/airborne Pathogens and infection control as it relates to the medical department personnel. Position will conduct quality assurance, chart reviews and case studies for compliance of standards and regulations; monitor the implementation and effectiveness of procedures and programs. Position will monitor contracted services including performance of physician, pharmacy, radiology, lab etc. vendors; negotiate and discuss discounted fees for me! dical services not covered by contract or agreement.

Position ! will review and determine application of the upcoming Affordable Care Act (ACA) as it applies to the inmates. Position will provide responses, medical records and meet with County Counsel as indicated during litigation. Position will participate in budgetary and fiscal matters as directed. Req.: Bachelor of Science in Nursing, Healthcare Administration or related field from an accredited program with a minimum of three years healthcare management experience, correctional setting preferred.

Current, unrestricted license as a Registered Nurse in the state of NJ. Excellent knowledge in the development and management of a correctional health care delivery system. Supervisory experience, including personnel selection (interviewing)/retention, training, scheduling, progressive discipline and termination. Ability to solve problems and make decisions quickly and effectively, and possess the ability to work in a high stress, fast paced environment while maintaining a positi! ve professional attitude.

Computer skills and proficiency in Microsoft Office. A satisfactory criminal background investigation report on background check.
